59、red a significant speech in Kazan titled Combining the Great Strength of the Global South to Build Together a Community with a Shared Future for Mankind.He stressed that the collective rise of the Global South is a distinctive feature of the great transformation across the world.Global South countri
60、es marching together toward modernization is monumental in the world history and unprecedented in human civilization.However,peace and development face severe challenges.Due to adjustments to the global governance system,competition between new and old development models,and geopolitical complexitie
61、s,the development paths of Global South countries are full of hurdles.Against this backdrop,how to promote the high-quality development,cultivate new quality productive forces,and achieve the United Nations Sustainable Development Goals(SDGs)through the practices of video media in the Global South h
62、ave become one of the key issues in the transformation of the global development cooperation system.Facing these development challenges,China,as a natural member of the Global South,is committed to working with other Global South countries to jointly promote the building of a community with a shared
63、 future for mankind,deepen South-South cooperation,and expand new spaces for development.Under the guidance of the Belt and Road Initiative,the Global Development Initiative(GDI),the Global Security Initiative(GSI),and the Global Civilization Initiative(GCI),the media from Global South countries is
64、taking on an increasingly important role in reshaping the international communication order.The video media in the Global South tells development stories,which inherently possess strong reflexivity and criticality,inheriting the discussions of the 20th century on the New World Information and Commun
65、ication Order(NWICO)while also striving to correct the shortcomings of traditional value standards of Western news.1 The video media in the Global South serves not only as a carrier of information,but also as a shaper of development stories and a promoter of social changes.Driven by the dual forces
66、of digital intelligence technology advancements and shifts in the global information ecosystem,enhancing the development communication capabilities of Global South countries,challenging the dominance of Western development discourse,and forging more autonomous development narratives have become pres
67、sing issues.Building upon the concepts of constructive journalism and community of communication introduced in recent years,this years report explores how video media in the Global South can collectively narrate and effectively communicate stories centered on development,within the theoretical frame
68、works of development journalism and alternative narratives.The report emphasizes that development reporting is not merely the presentation of news facts,but also a crucial means of promoting development practices,fostering social consensus,and ensuring development security.Through an in-depth analys
69、is of the practices of video media in the Global South,this report seeks to promote deeper cooperation among media from countries participating in the Belt and Road Initiative and the broader Global South,to facilitate exchanges and mutual learning between civilizations,while broadening the scope of
70、 international communication and contributing to the construction of a just and equitable global development discourse system.This report is a collaborative effort between CCTV News Content Co.,Ltd.(CCTV+)and the Israel Epstein Center for Global Media and Communication(CGMC),with a research period s
71、panning from August 2024 to March 2025.The research methodology includes the establishment of the“Tsinghua-CCTV+”media database,surveys of“media biographies”of representatives from Global South media,the collection of typical case studies,and in-depth interviews.The main content of the report focuse
72、s on three core themes:(1)Defining“development”,re-examining the connotations of“development”from the perspectives of the Global South;(2)Explaining“development”,analyzing how video media in the Global South constructs development journalism narratives;(3)Promoting“development”,exploring how video m
73、edia in the Global South can drive the development process of countries and regions through actions.(II)Report DesignThe methodology and execution of this project is described as follows:First,this study relied on the media database of CCTV+to create a Tsinghua-CCTV+media database featuring Global S
74、outh media,and screened out a specific list of media to be surveyed.Then,researchers selected more than 20 media agencies from the Tsinghua-CCTV+database as“media bio”targets,and divided them into core and non-core groups.Furthermore,this project concentrates on typical,concrete,and vivid case studi
75、es of video media in the Global South,and showcases the details of these cases and the perspectives of relevant media professionals to provide a more detailed analysis of the current development status of video media in the Global South.Finally,the project took the 12th Global Video Media Forum,them
76、ed“Intelligence Without Frontiers,Vision Beyond the Horizon-Medias Role in Communication and Cultural Exchange,”hosted by CCTV+in December 2024,as a platform for the research.During the forum,the research team from Israel Epstein CGMC,Tsinghua University conducted in-depth interviews with representa
77、tives from about 20 Global South media and transnational media organizations,including the Cambodia-based ASEAN TOP,the Burkina Faso-based BF1 Television,and the Chile-based Pressenza International Press Agency,on topics such as the value concepts,practical experiences,and challenges of telling deve
78、lopment stories.The average length of an interview is 50 minutes,and the basic information of interviewees is shown in Table 1(n=18).In selecting the media for interviews,as shown in Table 2,the research has ensured a wide regional coverage,including West Asia and North Africa,Southeast Asia,South A
79、sia,Latin America,and Sub-Saharan Africa,while maintaining a balanced quantitative repre-sentation of regional media organizations.(III)Report FrameworkThis report portrays and presents the development reporting practices of the“Collective Storytelling for Development”of Video Media in the Global So
80、uth by creating a Tsinghua-CCTV+media database,conducting a media bio survey,collecting typical cases,and undertaking in-depth interviews with selected Global South media.The structural framework of this report is shown in the figure below.The report is structured into three main sections:First,“Def
81、ining Development:Development Perspectives of Video Media in the Global South”;Second,“Interpreting Development:Practices for Development Journalism of Video Media in the Global South”;And third,“Promoting Development:Actions Taken by Video Media in the Global South for Development”.In terms of deve
82、lopment perspectives,video media in the Global South tries to define“development”from the perspectives of the Global South through three dimensions:global and local,quality and quantity enhancement,and construction and criticism.This breaks away from the long-standing Western perspectives on develop
83、ment shaped by West-centrism and capitalist ideology,reconstructing the core values of development.In terms of development reporting,video media in the Global South focuses on managing three key relationships in the news production process:description and interpretation,content and platform,and auto
84、nomy and cooperation.This ensures high-quality reporting while broadening perspectives,enriching content,and optimizing audio-visual formats.In terms of development actions,video media in the Global South plays roles in supervision and problem-solving,guidance and empowerment,and presentation and di
85、alogue by telling development stories.This not only promotes local economic development and social changes but also contributes Southern wisdom to global development.In the conclusion,this report generally argues that amid the profound transformation of the global development cooperation framework,G
86、lobal South countries are active-ly exploring independent pathways to devel-opment.In this process,they critically reassess the legitimacy and effectiveness of traditional development paradigms while constructing novel narratives of development.Against this backdrop,video media in the Global South,w
87、hile producing development journalism,contributes to the diversification of develop-ment paradigms through the definition,inter-pretation,and promotion of“development,”reinforcing the agency of Global South coun-tries and introducing alternative perspectives into the international communication sphe
88、re.The video media in the Global South reshapes their development views by integrating a global perspective with local experience.They emphasize the commonality of modernization while addressing local needs based on national conditions.In shaping development narratives,they navigate the interplay be
89、tween content,platform,and cooperation,maintaining the professionalism and serious-ness of development journalism while actively leveraging digital intelligence technologies and social media platforms to optimize com-munication methods,thereby balancing autonomy with cooperation.In promoting develop
