5、 able to resume in-person meetings after an extended period of exclusively virtual gatherings,due to COVID-19.The SCE met virtually in February for its first meeting and then in hybrid form with some members joining online and others in-person for the second and third SCE meetings in 2022.The SCE an

6、d its sub-fora continued the important work of economic and technical cooperation guided by the APEC 2022 theme of“Open.Connect.Balance.”and the ECOTECH medium-term priorities,which underwent a refresh this year to better align the Committees work with APECs broader efforts to achieve the Putrajaya

7、Vision 2040,including through the Aotearoa Plan of Action.Similarly,the SCE sub fora worked to ensure that governance documents,including workplans,terms of reference and strategic plans were synchronised with the Putrajaya Vision and its companion document the Aotearoa Plan of Action In 2022 the SC

8、E continues to emphasize cross-fora collaboration and engagement with a broad range of stakeholders,including two policy dialogues and the launch of an award centred on the Bio-Circular-Green(BCG)economy model a post pandemic growth strategy focused on the efficient use of resources,the maintenance

9、and restoration of ecosystems and the reduction of waste in a bid to build a system where economy and business can thrive.This Report highlights some of the many activities of the SCE and its working groups and policy partnerships.I am pleased to highlight that the efforts of SCE and its sub-fora in

10、 2022 contributed to the development of key APEC deliverables in the areas of increasing sustainable economic growth and supporting the recovery of small and medium sized enterprises from the impacts of COVID-19 within our region.In presenting this Report,I wish to acknowledge the commitment,hard wo

11、rk,and contributions of APEC members,the SCE sub-fora and our dedicated fora Chairs and Lead Shepherds.I would also like to thank the APEC Secretariat for the continued support to ensure the success of all SCE and SCE sub-fora meetings.There remains a lot to do in the economic and technical cooperat

13、ing Committee on ECOTECH 2022 APEC SOM Report on Economic and Technical Cooperation|3 Executive Summary In 2022,the SOM Steering Committee on Economic and Technical Cooperation(SCE)held three meetings hosted by Thailand,with the first SCE meeting(SCE 1)conducted via videoconference and all subsequen

14、t meetings held in person with virtual participation.Mr.Matt Murray,the United States Senior Official for APEC,served as Chair,with Mr.Pruthipong Poonthrigobol of Thailand serving as SCE Vice Chair.The SCE also virtually held the 17th annual SCE Committee of the Whole(SCE-COW)meeting and an informal

15、 meeting of SCE sub-fora Chairs and Lead Shepherds.In addition,the SCE conducted business through intersessional discussions and exchanges.The SCE continued its central role in the administration of SCE sub-fora,approving the annual work plans of all 14 SCE sub-fora as well as endorsing 5 Strategic

16、Plans for the following sub-fora:The Agricultural Technical Cooperation Working Group(ATCWG);the Experts Group on Illegal Logging and Associated Trade(EGILAT);Human Resources Development Working Group(HRDWG)the Policy Partnership on Science,Technology and Innovation(PPSTI)and the Transportation Work

17、ing Group(TPTWG).Over the course of the year the SCE conducted various workshops,published several reports and carried out economic and technical cooperation activities through cross-cutting policy initiatives and projects despite an inability to achieve consensus on the final version of the 2022 SC

18、E Annual Work Plan.Specific information on the year in review,including these activities can be found in Section 1.A refresh of the ECOTECH Medium-Term Priorities was undertaken to first align and then integrate the existing ECOTECH Medium-Term Priorities with key areas of economic and technical coo

19、peration outlined in the APEC Putrajaya Vision 2040(APV2040)and its implementation plan,the Aotearoa Plan of Action(APA).In addition to SCEs central role in the administration of SCE sub-fora,SCE also oversaw and coordinated the work of SCEs 14 sub-fora.APEC fora and sub-fora are focused on weaving

20、the Putrajaya Vision 2040s goals into their outcomes.SCE,as one of the major APEC committees,shoulders the responsibility of implementing the Putrajaya Vision including through the Aotearoa Plan of Action as well as giving guidance to its sub-fora in their implementation process.SCE and its sub-fora

21、 have contributed to the implementation of Putrajaya Vision by conducting numerous projects and initiatives and making provision for implementing the APEC Putrajaya Vision 2040,including through this Aotearoa Plan of Action,in their terms of reference,work plans and strategic plans.Some of the notab

22、le outcomes this year included:Six Ministerial Meetings in SCE workstream areas:o The EGILAT supported Thailand in its hosting of the 5th APEC Meeting of Ministers Responsible for Forestry(MMRF);o The Health Working Group(HWG)contributed to the 12th High-Level Meeting on Health and the Economy(HLMHE

23、);o The ATCWG and the Ocean and Fisheries Working Group(OFWG)supported Thailand in its hosting of the 7th APEC Ministerial Meeting on Food Security where APEC Ministers endorsed the Implementation Plan for the Food Security Roadmap 2030;o The Tourism Working Group(TWG)supported Thailand in its hosti

24、ng of the 11th Tourism Ministerial Meeting where Ministers endorsed an update to the Guidelines on Tourism Stakeholders as well as a set of Policy Recommendations for Tourism of the Future on Regenerative Tourism;o The Policy Partnership on Women and the Economy(PPWE)supported Thailand in its hostin

25、g of the annual Women and the Economy Forum;and 4|2022 APEC SOM Report on Economic and Technical Cooperation o The Small and Medium Enterprises Working Group(SMEWG)contributed to the 28th APEC SME Ministerial Meeting(SMEMM)held in September;The Emergency Preparedness Working Group(EPWG)hosted the 15

26、th Senior Disaster Management Officials Forum(SDMOF);The APEC Information Portal for Safe Passage Across the Region was launched with contributions from the Health Working Group;The Agricultural Technical Cooperation Working Group(ATCWG)contributed to the development and endorsement of the Implement

27、ation Plan of the Food Security Roadmap 2030,as well as aligned its projects and workplans with the Roadmaps Key Action Areas;The Anti-Corruption and Transparency Working Group(ACTWG)endorsed the Compilation of APEC Members Anti-Corruption Prevention and Transparency Measures related to the Covid-19

28、 Outbreaks:Policy,Good Practices and Measures;The SMEWG conducted a stock take of projects and initiatives that contribute to the APEC Strategy on Green,Sustainable and Innovative MSMEs for the period 2018-2022 and endorsed for publication Thailands Handbook on Enhancing Green MSMEs Competitiveness

29、for a Sustainable and Inclusive Asia-Pacific Phase II Food Sector Waste Reduction in Food Supply Chain;The Transportation Working Group(TPTWG)held policy discussions on how the APEC region could decarbonize transport under the Land Expert Group;The Policy Partnership on Science,Technology and Innova

30、tion(PPSTI)published a technological toolkit titled Industry 4.0:Enabling Technologies and Inclusive Digitization for Post-COVID-19 Economic Recovery in APEC Value Chains and launched the APEC Young Scientist Training Program,The Inclusive Science Leadership Program for Early to Mid-Career Researche

31、rs in APEC 2022 and the development of Women in STEM Metrics Framework;The Policy Partnership on Women and the Economy(PPWE)held numerous public-private policy dialogues and workshops on womens empowerment,opportunities and challenges through the BCG model as well as womens full participation of COV

32、ID-19 economic recovery.In addition,the PPWE held the annual APEC BEST Award;The Human Resource Development Working Group(HRDWG)supported Thailand as host of a panel discussion on Shaping Smart Citizens with Digitalization and Eco-friendly Awareness;The Energy Working Group(EWG)revised the APEC Ener

33、gy Security Initiative(ESI)to reflect a broader understanding of energy security in a time of energy transition;and The Telecommunications Working Group advanced work on the Initiative on Global Challenge and Cooperation Utilizing ICT COVID-19 pandemic and beyond.The annual report details activities

34、 in areas such as energy,fisheries,food security,transportation,SMEs and tourism.A discussion of the above and other highlights and priorities,including the financial contributions of APEC economies to the APEC Support Funds various sub-funds are set out in Section 2.Section 3 provides an overview o

35、f all sub-fora governance documents.Each forum also reports on projects,both funded by APEC and self-funded by economies,undertaken in 2022 through Fora in Action tables.The tables include a listing of all projects current in implementation phase as well as concept notes that have received in-princi

36、ple BMC approval during project sessions one and two.2022 APEC SOM Report on Economic and Technical Cooperation|5 Finally,the following recommendations are outlined in Section 4 for consideration during the 2022 APEC Ministerial Meeting(AMM):1.Note the 2022 Senior Officials Report on Economic and Te

38、n(BCG)Award;and 5.Welcome the 2022 contributions to the various sub-funds of the APEC Support Funds from five economies:China;Japan;Korea;Chinese Taipei and the United States.6|2022 APEC SOM Report on Economic and Technical Cooperation 1.Introduction The member economies of the Asia Pacific Economic

39、 Cooperation(APEC)forum progressed in a range of areas of economic and technical cooperation,with the Senior Officials Meeting(SOM)Steering Committee on Economic and Technical Cooperation(SCE)and SCE sub-fora providing contributions in training,skills development and information sharing.A year in re

40、view:In 2022,the SCE was chaired by Mr.Matt Murray,APEC Senior Official for the United States,with Mr.Pruthipong Poonthrigobol of Thailand serving as SCE Vice Chair.The Committee met on three occasions and accomplished the following:Updated the ECOTECH Medium-Term Priorities to align them with the P

41、utrajaya Vision 2040 and the Aotearoa Plan of Action;Discussed ECOTECH policy initiatives including two events exploring the Bio-Circular-Green(BCG)Economy Model;Published three reports,including the final project report on Understanding the Bio-Circular-Green(BCG)Economy Model for Strong,Balanced,S

42、ecure,Sustainable and Inclusive Growth in the Asia-Pacific;the final project report on Initiative for Realizing Sustainable Cities Focusing on Improvement of Resource Circulation and Waste Management;and the final project report on Partnership towards Sustainable Economic Growth through the BCG;Endo

43、rsed the annual APEC Bio-Circular-Green(BCG)Award project proposal;Coordinated the work of SCE sub-fora to facilitate recovery from the COVID-19 pandemic and to ensure alignment with the APEC Putrajaya Vision 2040(APV2040)and the Aotearoa Plan of Action(APA);and Provided direction to SCE sub-fora on

44、 Work Plans,Strategic Plans,and Terms of Reference.The first SCE meeting of the year was held virtually on 23 February at which time the SCE launched the Medium-Term ECOTECH Review,focusing its efforts on better aligning medium-term ECOTECH priorities with the APV2040 and its implementation plan,the

45、 APA.The SCE discussed the 2022 SCE Work Plan and agreed to continue discussions intersessionally(2022/SOM3/SCE/IS07).The annual SCE Committee of the Whole(SCE-COW)was held virtually on 20 February with attendance from all 21 APEC member economies and 14 SCE sub-fora conveners or their representativ

46、es.The SCE endorsed the work plans of seven SCE sub-fora:The Agricultural Technical Cooperation Working Group(ATCWG);the Human Resources Development Working Group(HRDWG);the Oceans and Fisheries Working Group(OFWG);the Policy Partnership on Science,Technology and Innovation(PPSTI);the Small and Medi

47、um Enterprises Working Group(SMEWG);the Telecommunications and Information Working Group(TELWG);and the Transportation Working Group(TPTWG)(2022/SOM1/019).Further,on 22 February 2022 the SCE oversaw Thailands self-funded project event on Understanding the Bio-Circular-Green(BCG)Economy Model for Str

48、ong,Balanced,Secure,Sustainable and Inclusive Growth in the Asia-Pacific.The policy dialogue and subsequent APEC publication of the same name sought to outline how APEC economies can achieve sustainable economic growth objectives by synergizing the three approaches of the BCG Economy Model and explo

49、ring potential partnerships across government,the private sector and academia.Intersessionally,the SCE endorsed the 2022 work plan for the Emergency Preparedness Working Group(EPWG)and the 2021-2025 Strategic Plan for the ATCWG.The second SCE meeting was held on 17 May in Bangkok with members partic

50、ipating both in-person and virtually.The SCE approved Thailands self-funded project on Partnership towards Sustainable Economic Growth through the Bio-Circular-Green Economy Model,and continued discussions initiated during SCE 1 covering matters such as the SCEs implementation of the APV2040 and the

51、 APA,as supported through the 2022 APEC SOM Report on Economic and Technical Cooperation|7 ECOTECH Medium-Term Priorities Review exercise,advancing the review and renewal section of the APA and identifying areas for further discussion with respect to the 2022 SCE annual work plan.Intersessionally,th

52、e SCE endorsed the 2022 work plans of:The Health Working Group(HWG);the Policy Partnership for Women and the Economy(PPWE);the Anti-Corruption and Transparency Experts Working Group(ACTWG);the Tourism Working Group(TWG);and the Experts Group on Illegal Logging and Associated Trade(EGILAT).Further,th

53、e APEC Executive Director amalgamated two distinct reports into one comprehensive document that details how SCE sub-fora work plans address APECs overall vision and objectives and identifies and recommends gaps in the ECOTECH agenda requiring SCE direction or attention(see:Annex 1).In July 2022 the

54、SCE oversaw the project event for Japans self-funded project:Initiative for Realizing Sustainable Cities Focusing on Improvement of Resource Circulation and Waste Management.On 27 August,the SCE oversaw a project event for Thailands self-funded project:Partnership towards Sustainable Economic Growth

55、 through the Bio-Circular-Green Economy Model.At this roundtable,policymakers heard from private and financial sector representatives on what drives and incentivizes businesses to adopt sustainable practices.Delegates also deliberated over policy levers to further expand access to sustainable financ

56、ing and investment given their crucial role to encourage and empower small businesses to pivot towards more environmentally friendly and sustainable approaches.On 28 August 2022,Thailand hosted SCE 3 in-person in Chiang Mai with all twenty-one APEC economies as well as ABAC and PECC representatives

57、present,either in-person or virtually.The SCE noted updates on the OFWG-led Roadmap on SmallScale Fisheries and Aquaculture;the Roadmap on Marine Debris;and the Roadmap on Combatting Illegal,Unreported and Unregulated Fishing as well as the update to the EWG-led Energy Security Initiative.Discussion

58、s on advancing the Review and Renewal Section of the Aotearoa Plan of Action,included presentations by China on the Implementation of Collective Actions of ECOTECH related Agenda and Priorities in the APEC Putrajaya Vision 2040 including through Aotearoa Plan of Action(2022/SOM3/SCE/007)and updates

59、by New Zealand on its Individual Actions under the APA(2022/SOM3/SCE/008).At SCE3 the SCE noted general agreement on the 2022 SCE workplan,despite an inability to achieve consensus on the final version due to the concerns of one economy.The SCE Chair welcomed members thoughts on how we can ensure th

60、at the SCE is a constructive space where economic and technical cooperation aims are advanced.Further,the SCE advanced discussions on the ECOTECH MediumTerm Priorities Review(2022/SOM3/SCE/010),considered future work to review and revise the SCE Terms of Reference and next steps in the SCEs Standard

61、ized Fora Assessment Program(2022/SOM3/SCE/012)Intersessionally,the SCE approved for publication the final project report:Partnership towards Sustainable Economic Growth through the BCG Economy Model and the final project report:Initiative for Realizing Sustainable Cities Focusing on Improvement of

62、Resource Circulation and Waste Management.In addition,the SCE endorsed the update to the ECOTECH Medium-Term Priorities,Thailands project proposal for the annual APEC BCG Award and strategic plans for the Experts Group on Illegal Logging and Associated Trade(EGILAT);the Policy Partnerships on Scienc

63、e,Technology and Innovation(PPSTI)and the Transportation Working Group(TPTWG).8|2022 APEC SOM Report on Economic and Technical Cooperation 2.2022 Highlights and Priorities 2.1 Host Economy Priorities Sustainability powers economic growth.During the year,the SCE and its sub-fora furthered 2022 priori

64、ties,particularly in the area of Balance in all aspects.This included supporting the introduction and roll out of a post-pandemic growth strategy called the Bio-Circular-Green(BCG)Economy Model.Thailand,as the host of APEC 2022 introduced the BCG Economy Model,which aims to comprehensively address e

65、nvironmental challenges,including climate change,extreme weather and natural disasters.At its core the BCG Economy Model combines science,innovation and technology to promote the efficient use of resources,to maintain and restore ecosystems and to reduce waste in a bid to build a system where econom

66、ies and businesses can thrive.During 2022,the SCE oversaw the implementation of Thailands self-funded project event on Understanding the Bio-Circular-Green(BCG)Economy Model for Strong,Balanced,Secure,Sustainable and Inclusive Growth in the Asia-Pacific.This project sought to enhance economies knowl

67、edge and understanding of the BCG Economy Model and explored its potential application in APECs work.The project included a Policy Dialogue held on the margins of SCE1 to discuss the BCG Economy within the context of:(1)agriculture and food systems;(2)energy efficiency and resilience;and(3)waste man

68、agement and creativity in the economy.A study of APEC economies experiences,and knowledge gaps on the application of the BCG Economy Model or similar approaches was completed in July.The SCE published the outcome report for this event in August.A Japanese-led,APEC funded project event held in 2022 f

69、or project SCE01 2019:Initiative for Realising Sustainable Cities Focusing on Improvement of Resource Circulation and Waste Management,provided municipal authorities with training on the application of a toolkit for identifying weaknesses and affecting improvements to waste management services and i

70、nfrastructure.This approach embraces aspects of circularity,namely reusing and recycling existing materials and products-a core tenet of the BCG Economy Model.The SCE further supported a roundtable event through Thailands self-funded project:Partnership towards Sustainable Economic Growth through th

71、e Bio-Circular-Green Economy Model,which built on the outcomes Thailands aforementioned project.The roundtable focused on fostering public-private-people partnerships to enhance sustainable economic growth approaches,including the BCG Economy Model.At the dialogue,policymakers heard from private and

72、 financial sector representatives on what drives and incentivizes businesses to adopt sustainable practices.The discussion tackled the fault lines laid bare by COVID-19 and the resulting economic impacts in the APEC region.Delegates also deliberated over policy levers to further expand access to sus

73、tainable financing and investment given their crucial role to encourage and empower small businesses.Further,the SCE discussed Chinas proposals:“APEC Guidelines on Smart Cities Development to Promote Inclusive and Sustainable Growth in Asia-Pacific,”and“Promoting Green and Low-carbon Transition for

74、Inclusive and Sustainable Growth in Asia-Pacific.”The SCE did not reach consensus on either project proposal.Some economies supported the proposals,while other economies recommended that the proposals be considered at the working group-level to enable subject matter experts to evaluate the merits of

75、 both and to incorporate comments and feedback from economies.Sustainability lies in the way economies manage its resources.The Agricultural Technical Cooperation Working Group(ATCWG)supported Thailand as host of the annual APEC Food Security Ministerial Meeting in August.APEC Ministers discussed wa

76、ter,soil,plant and farm management strategies,including market driven production approaches to combat food insecurity.Ministers also endorsed an Implementation Plan of Food Security Roadmap Towards 2030 to navigate and coordinate actions,projects and activities to achieve food security in the region

77、.The ATCWG,in coordination with the Policy Partnership on Food Security(PPFS),led the development of the implementation plan,which focuses on assisting economies transition towards sustainable food systems and agricultural practices.The ATCWG also endorsed the project proposal“Promote 2022 APEC SOM

78、Report on Economic and Technical Cooperation|9 Rural Development and Prosperity for All Our People in APEC region”which aims to facilitate agricultural and rural development for all people in our region.In addition,with the assistance of the Experts Group on Illegal Logging and Associated Trade(EGIL

79、AT),Thailand convened a Meeting of Ministers Responsible for Forestry in August to promote sustainable forest management and rehabilitation,including trade facilitation for legally harvested forest products and the development of a forest timber and products certification.Further,EGILAT members endo

80、rsed the EGILAT Policy Theme 2(2022-2023):Advancing the trade and distribution of legally harvested forest products:Navigating to legal timber,which includes improving the Compendium of Resources for the Facilitation of the Trade and Distribution of Legally Harvested Forest products in the APEC Regi

81、on,published in 2021 as part of Policy Theme 1.The Oceans and Fisheries Working Group(OFWG)focused its efforts in 2022 on protecting the health of marine environments and resources,including strengthening efforts and utilizing data and research to address the problem of marine debris,including plast

82、ic litter.In addition,the OFWG reported to the SCE on its actions and progress towards achieving the goals outlined in the Combatting Illegal,Unreported and Unregulated Fishing and Marine Debris Roadmaps.Further,OFWG promoted sustainable,local and artisanal fisheries,with the introduction of a roadm

83、ap that seeks to provide targeted support to the small-scale fisheries and aquaculture industry.At the 12th High-Level Meeting on Health and the Economy,APEC member economies actively participated in discussions on the interconnection between the economy and the health challenges in the Asia-Pacific

84、 region and on how APEC could better balance health and the economy,with the Chairs Statement emphasizing the importance balancing health and the economy and global health security.Sustainability starts with how the region fuels its growth.In 2022 the themes of energy security,clean energy developme

85、nt and deployment,energy efficiency,energy resilience,energy access and sustainable growth continued to be prominent in the Energy Working Groups(EWG)activities.The EWGs major accomplishment in 2022 was the endorsement of the revised APEC Energy Security Initiative(ESI)in April 2022.EWG members agre

86、ed at EWG 58 in 2019 to revise the ESI,first endorsed in 2001 at EWG22,to reflect a broader understanding of energy security in a time of energy transition.The 2022 ESI provides a framework for the EWG to undertake activities that support the energy security goals of APEC member economies to provide

87、 access to affordable,reliable,resilient,modern and sustainable energy.Further,the Transportation Working Group(TPTWG)held policy discussions on how the APEC region could decarbonize transport under the Land Expert Group.The agenda had a strong sustainability focus with discussions and recommendatio

88、ns centering on subsidies,support for charging infrastructure,and mandates for manufacturers to produce cleaner vehicles.This advice was echoed by the APEC PSU with its Policy Brief:Policy Options for Decarbonizing Transportation in APEC.Sustainability drives innovation.In 2022 the Small and Medium

89、Enterprises Working Group(SMEWG)worked with Thailand as host of a gathering of ministers to exchange views on best policy practices in support of small business.Ministers discussed ways to drive MSME growth,including the acceleration of the adoption of the bio-circular-green economy model.Further,a

103、in September,PPWE and the Womens Economic Forum held policy dialogues on how models such as the BCG Economy can advance womens economic empowerment and build resilience for future shocks to APEC economies.At the 47th Human Resource Development Working Group(HRDWG)plenary Thailand hosted a panel disc

210、participated.The presence of Chairs,Lead Shepherds or their representatives increased their interactions with each other and Senior Officials,leading to useful practical suggestions for collaborating with other APEC fora.At SCE 2 2022,the APEC Secretariat introduced an amalgamated report that includ

211、ed an assessment of the cross-fora collaborations in annual fora work plans:2022 Report of the APEC Secretariat Executive Director on Fora Work:Alignment,Synergies,and Implementation of the Putrajaya Vision 2040 including through the Aotearoa Plan of Action(annex 1).In 2022,SCE sub-fora identified o

212、ver 100 areas of potential cross-fora collaboration.Further,collaboration was not confined to the same or the more obvious partners but rather a diverse range of partners,differing from project to project.For example,recognizing that the work of the TPTWG is relevant to the Auto Dialogue and Energy

213、Working Group,members of these groups were invited to participate in the relevant energy-transport workshops and meetings including a joint session between the AD and TPTWG in Bangkok in September.Further,in 2022 the TELWG and DESG discussed the mechanisms for better implementation of the APEC Inter

214、net and Digital Internet Economy Roadmap(AIDER)in Digital Economy Steering Group(DESG),including the TELWG joint meeting and Private-Public Dialogue and planned to organize a DESG-TELWG joint meeting and Private-Public Dialogue.The most active sub-fora in terms of collaboration is TWG with EPWG,HRDW

215、G,PPWE,and SMEWG with the TELWG self-reporting the fewest internal and external collaborations in 2022.The OFWG reported extensive collaborative efforts with APEC fora as well as with relevant regional and international fisheries bodies,to exchange experiences and best practices,as well as to benefi

216、t from their work.This included identifying cross-cutting themes for cooperative work and partnerships,with the Policy Partnership on Food Security(PPFS)and Sub-Committee on Customs Procedures(SCCP),and PPWE on gender equality in the fisheries and aquaculture sectors.The ATCWG collaborated with the

217、PPFS on the Workshop entitled Sharing Good Practices on Sustainable Agricultural Development through the Principle of Sufficiency Economy.Further,the ATCWG continued to support the implementation of the La Serena Roadmap for Women and Inclusive Growth by adhering to its guidelines in conducting its

218、activities,particularly in“Empowering women through access to capital and 22|2022 APEC SOM Report on Economic and Technical Cooperation markets”,“Support womens education,training and skills development and access in a changing world of work”and“Advancing womens economic empowerment through data col

219、lection and analysis”.A number of SCE sub-fora identified collaboration with external partners in their events or activities as per the principles and procedures for managing cooperation between APEC and non-member entities and individuals.For example,within the HWG,representatives from other intern

220、ational organisation,nongovernmental organisation,and academia,including World Health Organization(WHO),ASEAN,the United Nations Economic and Social Commission for Asia and the Pacific(ESCAP),the EcoHealth Alliance,the University of Melbourne,and the private sector,actively participated in meetings

221、and the 12th APEC High-Level Meeting on Health and the Economy.Further,the Food and Agriculture Organization(FAO)and the World Trade Organisation(WTO)briefed the OFWG on the FAO Voluntary Guidelines for Transshipment and the Agreement on Fisheries Subsidies,adopted at the 12th Ministerial Conference

222、(MC12)respectively.While five SCE sub-fora work plans explicitly identified potential collaborations with ABAC,few concrete engagements were highlighted in SCE sub-fora end year reporting.There is therefore likely scope for more frequent collaboration with ABAC as well as ASEAN and the Pacific Islan

223、ds Forum Secretariat,given their respective roles within the broader APEC process.2.7 APEC Support Fund In 2004,Ministers endorsed the Australian proposal to set up the APEC Support Fund(ASF)to serve as a flexible funding mechanism.The ASF aims to meet the capacity building needs for developing econ

224、omy members in APECs agreed high priority sectors for economic and technical cooperation.Since its inception,the fund has received contributions from many economies.Voluntary contributions by APEC members to the ASF and its sub-funds in 2022(as of 10 November,2022)were provided or committed by five

231、ared with 89%in 2021.The overall approval rate for GPA,TILF and ASF General Fund similarly increased from 72%to 85%,in 2022.The high approval rates are the result of a significant decrease in the number of Concept Notes applying for funding since 2020,and an increase in the funding available for pro
