1、RURAL REVITALIZATIO N消除貧困是聯合國2030 年可持續發展議程的首要目標,在國際社會的通力合作下,全球生活在極端貧困中的人數持續下降,然而突如其來的新冠肺炎疫情讓這一趨勢發生轉變。根據聯合國發布的2022 年可持續發展目標報告顯示,在氣候變化、新冠肺炎疫情和地區沖突等因素影響下,生活在極端貧困中的人口增加了數千萬,全球減貧進程受阻,減貧事業面臨嚴峻挑戰。旅游業因其就業門檻低、經濟收益快、綜合拉動能力強、社會文化效益高等特點被普遍納入到鄉村發展的布局之中。世界多國通過發展鄉村旅游轉變鄉村傳統經濟類型,為貧困人口提供了發展機會,改善了人居環境,提高了收入水平。隨著全球旅游業的
2、復蘇振興,鄉村旅游在推動減貧和鄉村振興、帶動地區經濟社會發展中,將發揮越來越重要的作用。2022 世界旅游聯盟旅游助力鄉村振興案例由世界旅游聯盟和中國國際扶貧中心合作發布,得到了中國文化和旅游部、國家鄉村振興局、世界旅游聯盟會員單位、中國各省級文化和旅游部門等多方支持。根據可持續性、可復制性、可量化、創新性、材料的完整性和積極的社會影響等標準,最終確定50 個入選案例。從案例的經驗與啟示來看,他們在對接幫扶、區域協作、創新治理機制、文旅融合、人才吸引、綠色發展、數字化建設等方面做出積極的嘗試,從而消除貧困,實現全面發展。希望本案例集能引發廣大鄉村新的思考和實踐,發揮旅游在鄉村發展中的帶動作用。
3、2018-2022 年,世界旅游聯盟共收錄了全球100 個“世界旅游聯盟旅游減貧案例”和100 個“世界旅游聯盟旅游助力鄉村振興案例”,通過對優秀案例的收集和梳理,在深入分析和總結研究的基礎上,形成具有借鑒意義的減貧理念,供人們學習、吸收和參考。世界旅游聯盟將繼續秉承“旅游促進和平、旅游促進發展、旅游促進減貧”的使命,凝聚全球減貧合力,推動相關社會公益事業,為全球減貧和鄉村振興貢獻力量。前言Poverty eradication is the No.1 goal listed in the United Nations 2030 Agenda for Sustainable Developme
4、nt.The number of people living in extreme poverty around the world had been declining steadily thanks to concerted efforts of the international community until the sudden outbreak of Covid-19 brought this promising trend to a halt.According to the UNs Sustainable Development Goals Report 2022,the po
5、pulation living in extreme poverty has increased by tens of millions due to climate change,the Covid-19 pandemic and regional conflicts,the global effort in poverty reduction has encountered setback and faced serious challenges.The tourism industry,with its low threshold to enter,is quick to generat
6、e income and strong in stimulating the development of related industries,and yields high social and cultural benefits.Hence it is generally included in national plans for rural development.Many countries in the world have transformed traditional rural economy through tourism,with more development op
7、portunities,a better living environment and more income for the poor.As global tourism industry recovers,rural tourism will play a more and more important role in promoting poverty reduction,rural revitalization and regional socioeconomic development.The 2022 WTA Best Practices of Rural Revitalizati
8、on Through Tourism was published by the World Tourism Alliance in collaboration with the International Poverty Reduction Center in China,and its compilation received much support from the Ministry of Culture and Tourism,the National Rural Revitalization Administration,WTA member units,and provincial
9、 cultural and tourism departments across the country.It includes 50 best practices which were selected based on the criteria of sustainability,reproducibility,quantifiable effects,originality,materials integrity and positive social impact.These best practices made active attempts in such areas as ta
10、rgeted assistance for poverty reduction,regional cooperation,governance mechanism reform,culture-tourism integration,talent attraction,green development and digitalization,to eradicate poverty and propel development in all respects.It is hoped that this collection of best practices can inspire new t
11、hinking and practices in more rural areas and leverage the driving role of tourism in rural development.From 2018 to 2022,the WTA collected 100 best practices of poverty reduction through tourism and another 100 of rural revitalization through tourism.After collating and examining these practices,th

43、鄉村美。近年來賣花漁村按照“快旅慢游”的理念,從項目布局入手,積極整合資金1,000 余萬元,相繼完成賣花漁村至瀹嶺塢循環道拓寬、賣花漁村到夏坑古道修復、旅游標識牌完善、停車場和旅游公廁建設、村莊環境整治等項目,提升了村莊“顏值”。同時圍繞賣花漁村徽派盆景小鎮建設,相繼編制徽派盆景產業發展規劃、賣花漁村文旅產業提升策劃方案等,在產業發展、公共服務、宣傳營銷等方面進行綜合謀劃,進一步優化賣花漁村發展空間格局。3.做好“盆景+”?!芭杈?旅游”,為實現盆景產業綠色發展,賣花漁村大力推行“移一培一”套種培育模式,最大程度利用現有土地資源,并引導村民在裸露山地培育“梅樁”,讓房前屋后“增綠問題與挑戰賣
44、花漁村地處新安江上游皖南山區的丘陵地帶,以旅游和盆景產業為主。村莊距離縣城約 20公里,其中大部分路段為山路,游客游覽觀光以及盆景買賣運輸均較為不便。全村下轄 9 個村民組 236 戶 641 人,土地總面積 3,800 畝(其中國家公益林面積 2,268 畝,占總面積的59.6%),村民人均用地較少,影響苗木的替代式培養,盆景產業發展受到極大限制。措施1.守住鄉村魂。為壯大非遺傳承隊伍,賣花漁村積極實施“名師帶徒”育才工程,通過引導“名師”與“徒弟”結成教學小組,實現徽派盆景技藝傳承不息。目前村內已形成了一支 86 人的老、中、青結合的徽派盆景技藝專業隊伍,其中徽派盆景技藝國家級傳承人 1
45、人,省級傳承人 1 人、市級 12 人、縣級 15 人。同時,為弘揚良好的鄉村民風,賣花漁村鄉賢積極收集資料撰寫村志、村歌以及村規民約,村歌賣花漁村好風光榮獲“中國村歌十大金曲”金獎。12添綠”。賣花漁村萬畝梅花多次獲得央視推薦,每年春季都有眾多游客慕名而來,只為一睹這梅花盛放的美景?!芭杈?節慶”,賣花漁村堅持以花為媒,連續成功舉辦十屆梅花攝影節活動,有效促進盆景產業和鄉村旅游融合發展,實現產業興旺、村民增收。2022 年梅花藝術節帶動民宿農家樂產業發展累計 80 余萬元,盆景收入 200 萬元?!芭杈?電商”,為拓寬盆景銷售渠道,賣花漁村以花卉盆景專業合作社和協會為紐帶,引導盆景生產經營戶
46、加入聯合經銷組織,通過抖音直播、云直播、淘寶銷售等方式,將賣花漁村盆景銷往全國。目前,村內建有農村電子商務綜合服務站點 1 家,經營網店 40 余家,盆景網絡年銷售額突破 500 萬元。成效賣花漁村先后榮獲全國美麗鄉村示范村、全國“一村一品”示范村、全國生態文化村、中國傳統村落等榮譽稱號,賣花漁村徽派盆景技藝列入安徽省首批非物質文化遺產名錄和國家級非物質文化遺產代表性項目名錄。2021 年賣花漁村經濟總收入 3,824 萬元,同比增長 5.57%,人均收入達到 2.5萬元,同比增長 8%。賣花漁村先后涌現出專業盆景銷售專業戶 40 多戶,年銷售額突破 2,300 萬元。村內現有農家樂和民宿 1
47、5 家,年旅游接待量為 8 萬人次,解決周邊村民就業 500 人次。2022年一季度賣花漁村鄉村旅游實現集體經濟收入 84萬元。經驗與啟示1.以“兩山”理論為本,厚植生態文明之基。多年來賣花漁村始終堅持踐行“兩山”理論,不斷夯實生態文明建設基礎,推動“綠水青山”向“金山銀山”持續轉化,建設人與自然和諧共生的中國美麗鄉村。賣花漁村以盆景花卉種植為主的“高端綠化”,從村莊、山地出發,向周邊村鎮拓展、延伸,形成了點、線、面一體的綠色鄉村生態旅游的自然景觀和人文景觀,成為集中展示中國徽派盆景文化的鄉村旅游目的地。2.以徽州文化為根,厚筑文化傳承之魂。博大精深的徽州文化,是賣花漁村中國徽派盆景文化傳承與
48、發展的根和魂,與徽派盆景技藝一起融入了廣大村民血脈,世世代代傳承不息。賣花漁村現有29 名國家、省、市、縣級徽派盆景技藝傳承人,以發揮中國優秀傳統文化優勢和加強中國徽派盆景文化保護傳承為己任,大力實施系列“名師帶徒”工程,傾情講述中國徽派盆景非遺傳承故事,集中展現了中國徽派盆景文化的魅力和活力,成為鄉村旅游核心吸引物中最為亮麗的一張名片。133.以全民共享為核,拓寬融合發展之路。賣花漁村充分利用產業服務團隊、村級網格員和致富帶頭人,積極筑牢農戶信息基礎和盆景產業發展基礎,營造良好的鄉村發展環境。賣花漁村以花卉盆景專業合作社為平臺,引導調動群眾參與鄉村旅游發展的主動性和積極性,努力探索“盆景專業
49、合作社+市場+社員”的利益聯結機制,通過研發文創產品、培育電商產業、開展技術培訓等方式,提升鄉村旅游品質和徽派盆景制作技藝,進一步擴大銷售渠道,實現村集體經濟發展與村民增收雙贏。下一步計劃賣花漁村將進一步發揮鄉村模式的可持續性,強化文化、藝術與旅游融合,努力把賣花漁村打造成獨特鄉村旅游IP。一是做優文旅產業。圍繞非遺傳承人各自特點,加快徽派盆景展示園和精美庭院建設;打造徽派盆景技藝培訓研發中心,加強技術交流,拓展盆景產品樣式,適度發展小微盆景,增強市場競爭力。二是突破要素制約。加快推進村循環道拓寬改造,新建停車場,規范進村換乘車輛運營,有效緩解行車堵、停車難問題。采用土地流轉、土地入股等形式,
50、加大與周邊鄉鎮合作力度,為盆景產業發展整合更多土地資源。三是打造鄉村旅游綜合體。積極踐行“雙微”(微改造、微創意)提升行動,盤活村集體閑置資產,打造集徽派盆景文化旅游、休閑、餐飲、住宿為一體的鄉村旅游綜合體。引進特色高端民宿業態,統一規范農家樂服務質量,打造特色服務品牌,大力提升旅游品質,解決“留不住人”的問題。同時,利用線上線下合作的方式,創新豐富賣花漁村梅花節內容,吸引更多的攝影和戶外運動愛好者前來走古道、賞梅花,攝美景、品徽韻。14Focusing on traditional industries,Maihuayu Village of Shexian County,Huangshan
